The Philippines and Australia Strengthen Maritime and Trade Cooperation Through Mutual Recognition of Seafarer Certificates

The Philippines and Australia have strengthened maritime and trade cooperation after finalizing a mutual recognition agreement for seafarer certificates. The new deal is expected to reduce administrative barriers. While boosting shipping, logistics, and economic partnerships between the two nations.

Completion of Mutual Recognition Agreement for Seafarer Certificates

On February 6, Australian Ambassador to Manila Marc Innes-Brown met with Sonia Malaluan — Administrator of the Maritime Industry Authority (MARINA) of the Philippines — to finalize the bilateral maritime cooperation agreement.

Under the agreement, both countries commit to mutually recognizing seafarer certificates. This will facilitate cross-border maritime employment while reducing administrative procedures within the shipping industry.

Promoting Maritime Trade and Logistics

Ambassador Innes-Brown emphasized that the agreement goes beyond paperwork, focusing on people and shared prosperity.

Currently, nearly 95% of bilateral trade between Australia and the Philippines is transported by sea. Between 2024 and 2025, Australia welcomed 52 Philippine-flagged vessel calls — the highest figure in the past five years.

The new cooperative measures are expected to ensure smoother and more efficient maritime and trade operations. While supporting the objectives of Australia’s Southeast Asia Economic Strategy to 2040.

Australia Supports Seafarers’ Rights and Welfare

Australia has also officially endorsed the Manila Declaration on the Human Rights, Safety, and Welfare of Seafarers.

This move comes as the Philippines:

  • Was re-elected to the Council of the International Maritime Organization (IMO)

  • Celebrates 80 years of bilateral relations with Australia this year

Australia reaffirmed the Philippines’ vital role in global shipping, particularly as one of the world’s leading suppliers of maritime labor.

Philippines Commits to International Maritime Training Standards

Sonia Malaluan stated that the agreement reaffirms the Philippines’ commitment to maintaining a robust system for:

  • Seafarer training

  • Competency assessment

  • Certification issuance

All of which comply with international maritime regulations and global standards.

Both nations are working together to build a sustainable maritime and trade partnership, advancing a shared vision of a peaceful, stable, and prosperous region.
